Accept Security Context Failed with error code 80090331

I cant seem to find any clear solution to this error that I am getting from the SMTP debug log. Also users have reported certain emails are not coming in. I have logs with the following:

11/26/14 10:06:30 [1304] Initializing SSL Conversation
11/26/14 10:06:30 Accept Security Context Failed with error code 80090331
11/26/14 10:06:30 [1304] SSL_Handshake negotiation failed
11/26/14 10:06:30 ME-E0070: (recv) socket [1304] error during [STARTTLS] command from host 61.8.254.100. Socket was disconnected - Error: (10054)
11/26/14 10:06:30 ME-I0074: [1304] (Debug) End of conversation

I have already done the proper permission settings to allow IME_System to full control on the registry settings and also the SSL certificates.
Anyone faced this before and reach a solution?

Thanks Seppy for the pointers.
I have read that article before this.

So does it mean that I dont have to perform anything on my mail server? It is the remote mail server that doesnt support the SSL protocol version used?
