ME is failing to BIND to port 587

I have built a new win 2008R2 server and the only application loaded this far is MailEnable. I did have it running on the same server before which I had to rebuild due to a ransom attack.

The install proceeded normally and I configured 2 mailboxes.

I am getting the following error in the debug log:
04/21/17 18:44:09 ME-F0090: Unable to bind to IP Address (, Port (587), Error (10048). Could not start service. Check that another service is not running or security software has not prevented access to the port.

I did a NETSTAT -a and the only application using the port is ME.

I am unable to access my mail from the clients. I cannot see a problem other than the above message. I see the requests come in through our firewall but nothing seems to work.

What am I missing?
