Change of mailbox encoding

By default a mailbox is created with ASCII encoding. Then if change the mailbox encoding to Utf-8 I still get garbage characters in languages like Greek, mainly in the subject, even when I send from the webmail client. The only way I found to resolve this is: a) stop the services b) rename the mailbox folder c) delete the mailbox d) recreate it e) rename the old mailbox folder back to normal, overwriting the new one.
This is not a procedure to use as a standard for all mailboxes (for those created whith the default ascII encoding). Do you suggest anything different?
