Limiting emails sent to microsoft server on a daily basis?

Hello,

I have recently had an issue with microsoft servers and now want to limit my users all of them to a limited number on a daily basis. Is this possible if yes how it can be achieved.

My Configuration:
Windows server 2012 R2 with Mailenable 8.60 Professional
