I just upgraded to Windows 2019, and recreated all my mailboxes
For testing, I send emails from gmail to a mailbox in mailenable and
1. I don't get a bounce back
2. I check the inbox log on mailenable, and I SEE IT THERE.
3. the email never reaches the user's mail client, even though all settings are the same.

If you try and login the web mail client for the problematic mailbox, do you see the message?
