ASP.NET is not authorized to access the requested resource. Consider granting access rights to the resource to the ASP.NET request identity. ASP.NET has a base process identity (typically {MACHINE}\ASPNET on IIS 5 or Network Service on IIS 6) that is used if the application is not impersonating. If the application is impersonating via <identity impersonate="true"/>, the identity will be the anonymous user (typically IUSR_MACHINENAME) or the authenticated request user.

To grant ASP.NET write access to a file, right-click the file in Explorer, choose "Properties" and select the Security tab. Click "Add" to add the appropriate user or group. Highlight the ASP.NET account, and check the boxes for the desired access.

The ever-occurring error I receive trying to add a mailbox by VB.NET on a Windows 2003 box. Running it on the server, the web app asks for a login/password that never works either.

You need to make sure that the ASPNET account has Modify permission for the Postoffices folder. By default, restricted users (like the ASPNET account) only have Read permissions.

You may need to do the same for the Config folder as well. You should try using FileMon from www.sysinternals.com. This will let you see every file access and whether it was successful or not.

There is not a ASP.NET account for Windows 2003. The equivalent from the error, Network Service, was given full read/write rights. Am trying www.sysinternals.com...

Sorry... didn't catch the 2003 reference. You're right about the Network Service account. I'd check with FileMon to see what the issue is then.
