Configuring mailbox defaults using MESOCU in database mode

While postoffice.sys and mailbox.sys are honored in TABulated (non-database) mode to specify mailbox and postoffice setting defaults, these files aren't honored in database mode. Has anyone accomplished a workaround for this?

I have created an automated system that creates and runs a batch file to set all the defaults we want on our system:

That's great for newly created postoffices, but settings aren't inherited on new users.
