hi I see this message in log
11/30/17 12:41:08 SMTP-IN **********.MAI 1916 192.168.0.1 451 ESMTP MailEnable Service temporarily refused connection at 11/30/17 12:41:08 from IP (192.168.0.1) because of policy violation. 0 0
after this the mail server dont send or receive mail.
To resolve this issue i restart all service.
can anyone help me?

You should inspect the SMTP debug log file at the time that the response is returned.
It will have an entry like this:
ME-E0125: Connection Refused: ([IPAddress[) was refused because there have been too many failed authentication attempts from the IP address.
It is likely that an auth policy has been defined to block an IP after it issues too many failed login attempts.
You should open the management console and inspect the Servers/localhost|Properties|Policies tab (and possibly uncheck "Enable Abuse Detection and Prevention" until you work out why that IP is issuing bad password requests. If the IP is known to be reputable, you could just whitelist it under the SMTP properties/Whitelisting tab.
