Does anybody running similar number of users on single Windows 2016 server? How much RAM is recommended?

This really depends on the usage, if these users are average users You would be more than good with 16-24GB and likely see actual ram usage around 6-8GB. I would highly recommend using AMD Epyc server for the muilti-tasking performance with mailenable. The difference in performance is night and day.
Your real bottleneck is disk IO's for heavy usage clients, with an AMD Epyc Gen2 (7002 series) system you can also use a PCIE4 controller card essentially doubling your disc IO and transfer speeds.

I have 1800+ email address though not sure how many actual mailboxes. 1500 actual maybe. Most mailboxes are small with some up to 25GB.
I using around 900GB of disk space with 16GB of RAM but only utilizing about 10GB of RAM.
I'd go with 4TB drives and 16-24GB of RAM. That way you won't find yourself short in a couple of years and have to migrate which is an ordeal.
