indeed, it really was a permission issue. I did choose the option to change the account the MailEnable services run under during the upgrade.

I just installed MailEnable Enterprise 1.1 over the weekend and I've been dealing with those "Message delivery has been delayed" messages since with people sending emails to @yahoo accounts.
