You should disable any ResidentAVs (ie F-prot) and try again. As stated in the docs it is not recommended to have a ResidentAV running on the same server as there could be issues. I'm running Windows Server 2003 with the Windows Firewall enabled. Hmm... I just disabled the Windows Firewall and got the same error message (target machine actively refused it 127.0.0.1:3310). The filters can be matched as text or regex. RegEx is a great improvement! It would enable me to deal with those folks who try to fool content filters by interspersing extra spaces (which are ignored when rendered), and various tag tricks, in HTML formatted messages. This might not be specific to MailEnable but generally speaking when looking for content in email messages, the message has to be first parsed so that all the "special characters/encoding" are displayed as what you would see in outlook when reading a message. We had this issue which was caused by a "Pro" registry key being left after the upgrade to Enterprise (beta in our case). I've copied and pasted the response we received from ME on how to fix it. After we removed the registry key the license reported as valid so hopefully this will work for you too...
