Found the problem my self. I guess I had the "Spam Protection" disabled.
Under "Messaging Manager/Spam Protection" Right click then select "Properties" then check "Enable Spam Protection" and a reboot seemed to correct it for me.

All of our servers are running at 800 x 600 and this works fine for MailEnable with the exception on two dialogs.
