Do you have any idea what changed between 9.62 and 9.78 which would cause this blocking to become an issue for us?

We still see the behaviour in 9.78. Is it relevant that we are using MSSQL backend?

A TLS/SSL enabled server cannot know the domain name used by the client to reach the server and thus cannot choose a certificate according to the domain name, except when the domain name is provided using the TLS SNI extensions.
