This is fixed by explicitly setting culture to EN in web.config on a server that doesn't have EN as default culture setting:

Hi, Yes, we had received the report, so it was passed through to the developers to check and fix. Unfortunately it just has not been addressed yet. I will ask them to prioritize it. To me it looks like the culture setting on the server it affecting it, since I don't get the error. I'll let you know...

That's fine with the small issue that said message triggers when the password is 32 characters when you create a mailbox... and also if you edit the mailbox directly said restriction "is removed" (as long as it doesn't break anywhere else)..?

This may help or may not, but be sure that "Use Small Menu Buttons" isn't enabled, this setting can only be found into web administration (Admin / Settings / Web Mail) and not into MMC.
