I suggest you download the latest verion of the connector and recreate the profile.
The release notes of the now current release indicate a fix where the global address list may not be shown in localized versions of Windows/Outlook.

The only reason I could think why it would not appear is that your MAPISVC.INF file is corrupt or missing data. That is not correct. Email from webmail will be processed by MTA pickup events.
The mail will be picked up from the SF inbound queue and typically delivered to the SMTP outbound queue for delivery to a remote domain/mail server.

Do you have the latest MAPI client? You will need 1.56 (or 1.55) as well.
Also, you may need to reset the folder list within the client, so that the client binds to the Server's notes folder.
