Sounds like your ISP is blocking Port 25, or you have a firewall blocking port 25. If your ISP blocks port 25, then find out which port is open like 465 or 587, if one of these ports are open then why not set MailEnable to listen on one of these ports and update your script to use the alternate port, so the primary mx record doesn't block your request. Yeah, MailEnable seems to overwrite any exisiting VB runtime libraries installed in your system. It appears MailEnable is using Visual Basic 6.0 SP6, and you are running the older Service Pack 5. I'd recommend updating to SP6, so you don't have to re-install the runtime libraries over and over again...

Webmail does not conform to W3C Standards
Why in the world Webmail so crappy? It leads me to think that the developers at MailEnable don't know how to develop Standard Compliant code for either Web or Application programming. HTML code as been around for ages, so why in the world are there so many simple HTML error existing in the Webmail. ...
