can EAS run on self signed certificate ?

You dont absolutely need to use SSL for EAS itself, but you do need it for Autodiscovery to work.
It is really up to the device as to whether it will accept or reject self signed certificates.
The device would normally display a warning.

To deploy EAS only requires a single SSL certificate on the server. Most companies will at least have a cert for www.[domain name] and you can simply add autodiscovery and activesync to that web site using the configuration manager.

Then you simply configure SRV records for your email domains so that they can find the eas host/site (or if its local dns server the configuration manager will do it for you).
