Default message - not working

Hi.
ME Prof. 7.04 Win 2003 x64 - upgraded from ME 6.xx, and now default message not working.

I removed the file default.mai and then created a new "Edit Default Message..."
When I add new user in new MMC Console - default message not working.
I try to add new user in old MMC and default message working OK.

Any suggestions?
