We tried deleting the _folder.xml in the root of the mailbox, but that did not make any difference. The missing folder does not appear. Deleting or creating more subfolders appear to bring back the "missing" folder. Recreating a mailbox and just creating the folder structure will also replicate the issue.
We recently upgraded to 10.47, running MailEnable Enterprise Premium Edition on Windows Server 2019 Datacenter. Using Webmail

We found that when we had to manually repair a user's webmail folders, that placing a _folder.dty file (empty text file) inside whichever folder is missing subfolders triggers MailEnable to re-scan for folders and re-add them to the _folder.xml file when a user logs into webmail.

Thanks Everyone.
We discovered it was the custom skin that we previously used in prior versions no longer work properly in the current version.
Our Developer will look into it.
