We want to restrict the MailEnable admin panel from a few IP addresses.

Do you mean the web administration? This is run as an IIS site under IIS. If you want to limit by IP address, firstly make sure you have added the "IP and Domain restrictions" role to the server using the Server Manager. Then under IIS you can configure IP limits on who can access the site. You can find more information about this at:
