Local Server Test No Server Detected Warning - No SMTP Serve

I can't receive any incoming mail. DNS is correct, I can ping and resolve domain name from a command prompt and from www.dnsstuff.com but the incoming smtp logs are empty. When I view the diagnostics page I get this. Thanks for your help.

Open a command prompt and type "telnet yourserver.com 25". Can you make a connection? If so (and if the smtp incoming logs are empty), then your server is accepting connections but apparently no one can find you, probably a DNS issue. If not then the SMTP service isn't running or is listening on a different port. Can you send e-mail out? If so do the smtp logs show outgoing data? If not then your installation and/or configuration is probably screwed up in some way.

For this problem, you contact the Internet service provider,
After that check your ping test, through this site http://www.whoisxy.com/ping.aspx
It has the best information of IP address, IP address to domain, domain name to IP,domain name, hosting, and ping test to know the particular connection is online or not!!!!!
