My server have refused to process forms despite using the correct relay options in ME. Should I use the MS SERVER 2003 SMTP instead? Should I re-enable it? Can both ME SMTP & Ms SMTP be active at the same time?

Please advice.

you can have both smtp running if you assign different port numbers.

You should leave port 25 for ME SMTP so that it would be used for recieving mail and sending mail the usual way. Then change the port number to something else (any number that is not used for other services in your computer eg. 2525). Your IIS forms using CDONT will use the SMTP in IIS.

Alternatively, if you use CDO 2000 or .NET version... you should not face any problems as these two services don't use external SMTP to send mail.
