Could it be the insufficient NTFS permissions on Mail Enable data folders?
Check the permissions of IME_ADMIN, IME_USER
or the user who has IIS anonymous access to MEWebMail web site
on the "C:\Program Files\Mail Enable" and all sub folders.

To test if the reason is NTFS permissions,
I would first check IIS to learn, under which account mewebsite is running.
Then give FULL CONTROL to that account on Mail Enable folder and all
subfolders.
If this does not work, then it has notting to do with Mail Enable folder
NTFS rights. So we should revert NTFS permissions back.
If it works then adjust permissions to a minimum level that allow
mewebsite running.
