How to disable Webmail junkmail options globally

Hi,
I'm running ME Professional 9.18
The issue I have is emails going in to the junkmail folders (this can be confirmed by going to the mailboxes & logging in to the users Webmail account.
As our users don't use Webmail (they use POP and/or IMAP), this means many emails get quarantined in the Webmail Junkmail folder which goes unnoticed, as when an email is junkmailed it isn't downloadable on POP3.
Can someone let me know how I totally disable the feature of emails being routed to the Junkmail folders?

Currently the only workaround I have is to manually log in to many users Webmail accounts myself and whitelisting hundreds of emails (as the whitelisting is a 'per mailbox' option) which is very cumbersome! Surely there must be a way of preventing the junkmail folder option?
