Spam Filter -Some Emails marked as Deliver-To=Junk going to Inbox

Spam Filter -Some Emails marked as Deliver-To=Junk going to Inbox

Hi,
A small # of emails with this in header:

X-ME-CountryOrigin: RU
Precedence: bulk
X-ME-Bayesian: 0.001568
X-ME-Spam: High (545)
X-ME-Content: Deliver-To=Junk
X-Spam-Report: Failed

are not being delivered to the Junk Email folder and go directly to the inbox.

I noticed that all that make it to the inbox have X-ME-CountryOrigin: RU , even when I set a Country filter to Deliver-To=Junk and also tried the setting To Delete (to see that would help) but that made no difference, these X-ME-CountryOrigin: RU SPAM Emails still appeared in the Inbox.

Looking at Servers->localhost->Extensions->Message Filter->Logs->Filters in Message Filter logs, this Email showed this activity:

I just cant see any reason they are not being deleted or going to Junk Email.

Any ideas?
