Notify someone on account lockout

Either I can't find it or this very simple configuration is missing from an email program. Something very logical... notify by email an assigned admin or the postmaster when an account is locked out. You can get some awareness in the system messages that indicate that, but why not be able to email someone???? who wants to keep checking the freak'n system messages...... That's an idea too.. system message should be able to be emailed out....
