Is there a way to disable specific service and that service to stay disabled even I click "Restart All Services" or "Start all services" or when I do version upgrade?
I can stop service in Servers > localhost > System > Serices Status or under windows services but that is not permanent.
I think this should be option under ME so if you restart all services or do ME update it should be smart enough to preserve state.
Maybe that exist but I'm missing that.

You can disable that specific service using the windows service controller. Once disabled there, ME will not be able to start it.

Kent thank you for suggestion but I’m aware of that, so I also mentioned it under Windows Services.
The issue with Windows Services is that when you upgrade ME, it resets the disabled status for disabled service.
I know I can disable services again after upgrade but it would be nice that state is preserved.
