How to force MailEnable to deliver to an external address over local delivery

Greetings Everyone,

Need to ensure that messages going "to" an address for a domain also hosted on the server are also sent to the assigned smart host instead of locally processed. According to the article below:

There is a utility to override this behavior. Notice this utility is from 2004, with a review from 2016. A few questions:

1) Does this utility work with 9.62 Enterprise (the version currently installed)?
2) I utilize the new outgoing smart host per domain feature; does this utility affect all smart hosts? Per domain? Or, can I choose?
3) "The utility presents an interface that enforces smart hosting."; Where?

Thought best to seek advice before installing this utility as everything else is running smoothly at the moment.
