"Limit number of recipients per email" limit

Is there a hard limit to "Limit number of recipients per email" of 300?

If I try to set it high than that, I get warning that it can't be higher than 300.

300 is more than too much…
who want to see his mail address mixed to other 299 ?
it's not only a privacy problem, but also a spam prone technique
use list instead

In this case, it's a client sending to his email list using bcc so no one else can see the other recipients.

You can set it up globally or per post office. Globally it will be under the SMTP properties.
If the person is sending sales promotions or whatever to a bulk list, I would suggest that you need to advise him to use a third-party service like MailChimp or someone like that to avoid you being on a blacklist and to help improve the likelihood the recipient will arrive in the person's inbox.
