Send mail to ALL USERS

I know this can be done on the server within the software. I am looking for a solution where someone can use their web mail to send a message to all users. I don't want to create a group because as we add users I don't want to have to admin this list. I hope for it to be automatic. I have search but cannot find such a feature. Please help :?

This is the error message I get when trying to email all employee's in our company. FYI : We have roughly 600 employee's on this list.

I submitted a support ticket for this and I was told there is no feature for this. the only way is though the admin panel.

Through the MMC you can. Choose Postoffices, right click, send all users.

We are using enterprise edition 9.0 and I'm trying to send mail to all users. When I click send I get;

System is working on server 2012. Everything is working normal except this option.
