Mail Enable NDR messaging

Couple quick questions. When should there be an NDR sent to sender? I have three test senarios setup and I only get an NDR for one of them.

User Disabled
Mailbox full
SPAM - caught by black list

I have another system that is looking at NDRs to react to hard bounces and I was using my own postoffice to generate test senarios.

Any rational why mailbox full does not generate an NDR? Or how to set NDRs?
